Why does EVA keep the seatbelt sign on the whole flight?

On my second EVA regional flight this week and both times the seatbelt sign’s been on the entire 2–3 hours, even though it’s been totally smooth. Looked it up and sounds like they do this a lot. Anyone know why? How are you supposed to know when it’s fine to get up?
