Our travel booking tool marks flights green (cheapest), yellow (slightly more, needs manager OK), and red (more expensive, almost always declined).
Funny thing though: if you want one of those red flights for a better airline or connection, you can just set the search to the exact departure time. Then the system sees it as the “cheapest” option for that slot, and it books green with no extra approvals.
