Why use diesel-hydraulic instead of diesel-electric trains during floods?

Indonesia’s been getting hit with heavy rain lately, and some rail lines are flooded. I’ve noticed they’re pulling older diesel-hydraulic locos out of storage to move carriages through the flooded sections.


Is there a specific reason they’d use diesel-hydraulic instead of the usual diesel-electric engines for this? Curious if it’s something to do with water and electrical components.
