Why isn’t there a Priority Pass lounge at Stuttgart Airport?

I recently arrived at Stuttgart Airport with about two hours to spare and was surprised to find out there isn’t a Priority Pass lounge there.

It’s not exactly a small airport and it’s located in a major European country, so I expected at least one lounge that accepts Priority Pass.

Does anyone know why there isn’t a PP lounge available at Stuttgart?
