Why does this British Airways 777 have a separate small business class cabin (no First Class)?

I’m trying to choose seats for an upcoming flight to Nashville on a British Airways 777.

I noticed there’s a separate small compartment that only has two rows of Club Suite seats. There’s no First Class on this flight, so I’m confused why business class is split into what looks like a separate mini cabin.

Is this normal, or could it be a configuration error?
