Why do newly manufactured aircraft still include ashtrays despite smoking being banned on flights?

I noticed that even on relatively new aircraft, such as a Xiamen Airlines plane (B-5658), there are still ashtrays installed.

Since smoking has been banned on commercial flights globally for many years, I am curious why these are still included in modern aircraft designs. Is there a regulatory requirement, safety reason, or legacy design standard that explains their continued presence?
