Why do light packers get stuck losing legroom on Southwest?

I fly Southwest a couple times a week with just a backpack, and it drives me nuts that I’m always told to shove it under the seat “to save room” for the roller bags. So the folks who bring the biggest allowable bags get full legroom and the bin, and the people who pack light get cramped knees.

Feels backwards. If we all bought a ticket, shouldn’t we all get one bin spot? Bring two items, sure, put the small one under the seat. But if you only have one bag, why does it automatically mean losing your legroom?

Maybe it’s an unpopular take, but the whole “efficient packers get punished” thing just doesn’t make sense to me.
