Why are regular and preferred seats mixed in the same row?

I noticed that on a flight scheduled several months from now, there are regular priced seats (green) and preferred seats (blue) located in the same row.

I’m trying to understand why that would be the case. Does it mean those seats are different in quality or comfort, or is it just a pricing label?

After looking into it more, I found that the two blue seats in the front apparently do not have windows, and some seats in the row in front of the exit row do not recline.
