Why are all budget hotels in the US so noisy?

I’ve stayed in a bunch of budget hotels lately (never over $85), and I swear none of them are quiet. I can deal with old furniture or busted remotes, but it’s always the noise. Footsteps above me, people talking through the walls, doors slamming at 2am. Do they just not bother with soundproofing at that price point?
