Unusual Observation at Bangkok Airport Immigration ,Temporary Staff Presence and Photo of Counters

I recently went through Bangkok (BKK) immigration around 9:05 PM and noticed something unusual while waiting in the non-eGate queue. At the time, only two immigration counters were actively staffed, while several others were empty.

Shortly after, three officers arrived, two of them briefly sat at the empty counters, while the third took a wide-angle photo of the entire immigration area, making it appear as though all counters were fully staffed. Immediately after the photo was taken, all three officers left, and operations returned to only the originally staffed counters.

As a result, the queue remained slow, and it took around 15 minutes to get through immigration.

I found the situation unexpected and wanted to share the experience to see if others have observed similar occurrences or have any insights into why this might happen.
