This sounds like pure chaos, and I don’t blame you for being frustrated. Actual service animals are trained to ignore each other and stay calm. Two dogs immediately going at it is the biggest tell that at least one of them shouldn’t be there.
What kills me is how it turns into everyone else’s problem. Delays, seat shuffling, stressed connections, all because airlines are terrified of enforcing anything. Meanwhile people with legit service animals get lumped in with this nonsense.
I don’t know what the fix is either, but the current system clearly isn’t working. Letting untrained pets cosplay as service dogs helps no one.
Also shoutout to the poor souls stuck in those bulkhead seats just trying to survive the flight.
