Taxi meter refusal and overcharging laws in Bangkok, complaint options

Are there any regulations in Bangkok that prohibit taxi drivers from refusing to use the meter and instead demanding arbitrary fares?

I’ve also experienced situations where a driver agrees to use the meter at first, but later switches to demanding a fixed price during the trip or asks passengers to get out.

Is this legal, and is there an official complaint hotline or authority where these incidents can be reported?
