Reporting dangerous driving behavior on Las Vegas freeway (black smoke exhaust)

I’m looking for advice on whether there is a proper way to report a driver for unsafe behavior on the freeway.

Yesterday, I encountered a vehicle that appeared to intentionally produce heavy black exhaust smoke when accelerating near other cars. It seemed like the driver was repeatedly flooring the gas in close proximity to nearby vehicles, and the resulting smoke significantly reduced visibility for drivers in the adjacent lane.

I recorded a video of the incident (screenshots attached), as the behavior felt deliberate and potentially dangerous rather than incidental vehicle emissions.

My main concern is safety, as this created a situation where other drivers’ visibility was temporarily obstructed on a busy freeway.

Is this something that can be reported to local police or another authority in Las Vegas? If so, what is the correct process for submitting evidence like this?

This received more attention than expected. To clarify, my concern is strictly about road safety and hazardous driving conditions. The issue is not related to environmental concerns or vehicle modification culture in general, but specifically the risk created by obstructing visibility for other drivers.
