There was an incident at NAIA T1 where a passenger with visibly reddish, irritated eyes (possibly due to allergies) was denied check-in at the counter and was not issued a ticket.
The passenger became upset and requested a refund, but the check-in staff did not escalate the situation to a supervisor and made the decision independently to deny boarding. The passenger was reportedly frustrated, especially since the flight was bound for the US and the ticket was expensive.
This raises the question of whether this is standard procedure. Is having pink eye or visibly irritated eyes a valid reason for a check-in counter to deny ticket issuance? If so, what options or compensation are available in such cases?
