I recently finished working a flight and wanted to share a reminder regarding baggage allowance rules, as I frequently encounter pushback from passengers. Hopefully this helps clarify things for at least some travelers.
Passengers are generally allowed one personal item and one carry-on bag, with no additional items unless exceptions apply. These rules are not arbitrary—they are enforced under Federal Aviation Administration regulations (specifically FAR Section 121.589(a)). The regulation requires airlines to have approved carry-on baggage programs and to ensure passengers comply with size and quantity limits.
In practice, this means that airlines like United must enforce their baggage policies consistently. Gate agents are responsible for ensuring compliance, and failure to do so can result in penalties if audited by the FAA. These audits can occur at any time and are unannounced.
As a result, passengers may be asked to consolidate their belongings if they exceed the allowed limit. Items such as small cross-body bags or fanny packs may still count as a separate item depending on how the policy is applied.
