Costa Maya is usually packed the second a ship docks. If the boardwalk is empty and it’s really windy, there’s a good chance they either delayed disembarkation or strongly discouraged people from going ashore.
Wind can mess with gangways and smaller excursion boats, and if beach clubs are basically unusable in that weather, a lot of passengers might just stay onboard.
They wouldn’t dock just to “hide,” but sometimes they’ll berth and then limit or stagger people getting off depending on conditions.
Big cruise ship sitting there with no crowds does sound kind of ghost ship though 👻
