Had quite the surprise on a short PHX-SFO hop two bulldogs chilling in the bulkhead, not in carriers, clearly not trained service dogs, and snoring away through the entire flight. I was in row 2 and watched them roam loose with no pushback from the gate agents or flight attendants. As much as I like dogs, this felt more like a policy fail than a fun moment. What if there had been turbulence or, worse, an evacuation?
It’s wild how inconsistent enforcement can be. Meanwhile, people with legit carriers or allergies just have to deal.
