This blog gets into the weeds of the new restrictions and the legal carve-outs, but the bottom line is the same: if you're from one of the 19 named countries and you're outside the U.S. without a visa, you're probably stuck. Even with the exceptions, it’s a logistical and emotional mess for families and employers. The bit about possible case-by-case waivers is interesting, but good luck getting one without a fight.
