Left passports in checked luggage before a cruise, how does this even happen?

My elderly relatives missed a cruise in December and I’m trying to understand how this actually played out. I’m fully aware this was their mistake, they’re not denying that, but I’m curious how common this is and what the process usually looks like.


They flew to Florida for a week long cruise. At the port, they dropped off their luggage first. When it was time to board, they realized their passports were inside the checked bags. The cruise line couldn’t retrieve the luggage in time, so the ship left without them and without their bags.


What surprised me is that with international flights, you usually can’t even check a bag without showing a passport, partly to avoid this exact situation. Is cruise luggage drop totally different? Do you not have to show ID when handing bags over at the terminal?


Are there signs warning people not to pack passports, or is this just one of those obvious things people still mess up? Curious how often this actually happens and where the safeguards break down, especially for older travelers
