LAX People Mover (APM) 99.3% complete but delayed again due to permitting and utility issues

I reviewed the February 2026 LINXS status report for the LAX Automated People Mover (APM), and the project is reportedly 99.3% complete. However, the opening has now been pushed back to August 3, 2026.

The delay appears to be caused by several unresolved issues, including irrigation sprinkler systems (specifically coordination between LAWA and LADWP regarding electrical connections for irrigation controllers). LAWA also reportedly delayed submitting meter applications, while LADWP is struggling with staffing shortages, slowing the process further.

In addition, construction coordination issues are ongoing, with other LAWA contractors reportedly damaging already completed sections of the project, leading to further repairs. Some final system approvals, including surveillance and IT network testing, have not been signed off due to what the contractor describes as non-contractual reasons.

There are also permitting complications from the Department of Building and Safety regarding the seismic approval of a backup battery system, which is being treated as a structural issue requiring full installation before inspection.

Overall, despite being nearly complete, the $5B project remains delayed due to administrative, utility, and permitting bottlenecks, and is unlikely to be ready in time for major upcoming events like the World Cup.
