JFK taxi scam feels unchecked

Got picked up at JFK T1 yesterday and was shocked how many cars were just sitting unattended out front. Total mess for traffic, and most of them were hustling people with illegal taxi offers. I even asked one of the pedestrian security guys why they were allowed to sit there no answer. Makes you wonder if they’re just looking the other way or even getting a cut.
