I am trying to understand why I cannot purchase an exit row seat for a relative on the same flight

I have a flight from EWR to PBI with three tickets booked in total.

Two of the passengers are on one reservation and currently have seats in row 20 B and C, with 20 A still open. The third passenger is on a separate reservation, but for that traveler the seat map is showing all the same available seats except the exit row seats are not available.

I am trying to understand why the exit row seats would be blocked for only one passenger when all three are on the same flight, just on different records.

Is this related to exit row eligibility rules such as age, physical requirements, or other restrictions? Or is it more likely a system limitation tied to separate booking records?

The goal is simply to get all three passengers seated together in Economy Plus if possible.
