Hotel asked for both guests’ IDs at check-in is that normal?

Stayed at a Motel 6 in California and booked the room for two people, even though I checked in alone. The front desk confirmed there were two guests, then asked to see both IDs and said it was required by law.

I’ve booked rooms for two plenty of times while solo traveling and never had to show ID for anyone else before. My mom was with me that time, so I grabbed her ID from the car, but thinking back is that actually normal or a bit sketchy?
