EU261 compensation for infant in lap. Counted as passenger?

Had a flight originating in the EU on Turkish Airlines that was delayed by 3h45m. From what I understand, that puts us at 50% compensation, so €300 per passenger since the distance was over 3,500 km.


We were traveling with an infant in lap. We did pay a fee for him and he appears on the ticket.


Does anyone know if an infant like this is considered a “passenger” for EU261 compensation purposes? I want to word the claim correctly but can’t find anything clear that specifically addresses infants.
