Empty first-class seat on a Maui flight despite pending upgrades

I've never seen this many upgrades to Maui clear before. What surprised me even more is that the seat next to me in the premium cabin is still empty, even though there are passengers remaining on the upgrade list. I'd heard stories of this happening, but this is the first time I've witnessed it myself.
