Does anyone know the story behind this aircraft parked at LAX private jet area?

I have noticed a plane parked in the private jet section at LAX for the past few days. It has a small German flag near the rear of the aircraft.

Does anyone know what this aircraft is or the reason it has been parked there for this long? I am curious about its background or purpose.
