Does an open seat map mean the flight is half empty?

I have a Starlux flight from LAX to TPE in about two weeks, and while checking the seat map I noticed there is a large section of the cabin that still appears completely open.

I was wondering if that usually means those seats are genuinely unsold, or if it could simply be that many passengers have not selected seats yet and will be assigned later.

Also, if the flight does end up being relatively empty, does Starlux generally care if passengers move around after takeoff and use an empty row to sleep? I was curious whether that is usually allowed or if cabin crew prefer everyone to remain in their assigned seats unless approved.

Would appreciate any experiences from people who have flown Starlux before.
