Did Hertz force me into insurance, or was I upsold?

Picked up a rental at RDU today expecting to pay exactly what I booked online. At the counter, the agent asked if I wanted insurance and I declined, explaining my credit card covers it.


She immediately said, “We don’t do that here.” I told her again it’s covered by my Citi card. Same response. Then she offered another package on a flyer, which I also declined, and she said, “Well then who’s going to insure the car?”


When I asked how I was able to book online without these charges, she said, “You can do all sorts of things online, but it’s different when you come in.”


End result: I was charged $36.99/day for Loss Damage Waiver and $9.99/day for Premium Roadside Service.


Are these actually mandatory at Hertz, or did I just get strong armed into an upsell? Anyone else run into this?
