“Detected 73 devices not in airplane mode”… is that actually a thing?

Was on a United flight on a 737-800/900 getting ready for takeoff when the FA made an announcement saying something like “we’re detecting 73 devices that are not in airplane mode.”

I fly a lot and have never heard that before. Based on my (limited) understanding of wireless networks, it sounded kind of made up, like a scare tactic to get people to actually flip airplane mode on. And to be fair, a ton of people immediately checked their phones when he said it.

Is there any real system on board that can actually detect that level of detail, or was this just a clever way to get compliance? Curious if anyone knows how legit this is or if they’ve heard the same announcement before.
