Can someone explain why IHG keeps charging amenity fees?

Stayed at a Kimpton recently and got hit with an “amenity fee” at checkout. I looked it up and seems like a bunch of IHG hotels do this now. Why not just build it into the room rate? Other brands are starting to drop those fees. Curious if anyone actually thinks they’re worth it.
