Can I Collect My Bags and Exit at a Layover in Philadelphia?

I’m flying back from Italy with American Airlines, entering the U.S. through Philadelphia before continuing to Atlanta. On my departure, I’m starting from Atlanta instead of my usual home airport (Philadelphia) to travel with my cousin. Since Philadelphia is my first point of entry, is it possible to collect my checked luggage there and leave the airport instead of continuing on the final leg?
