Bringing empty tote inside personal item, then using it after boarding?

This might sound extra, but I’m flying Frontier and trying to avoid paying for a bag.

If I put an empty tote inside my personal item to get through boarding, then once I’m on the plane move some of the clothes I’m wearing into the tote… can I get off the plane with both bags without an issue?

Has anyone actually done this on Frontier recently? Or are they strict enough on arrival that this would backfire?
