Breakfast included if boarding before 9:30 – or does it depend on the train?

I boarded an Amtrak train at 8:30 AM with a roomette, and my understanding was that breakfast should be included if you board before 9:30. However, my attendant told me they are only serving lunch and dinner.

I didn’t get a chance to eat beforehand, so I’m unsure whether I should pay for something at the café if breakfast is supposed to be included.

I’m also wondering if this depends on the specific train or route, or if there are operational issues affecting service. The attendant seems very overwhelmed today, possibly due to a high passenger load, and also mentioned they couldn’t accommodate in-room dining because they’re too busy.

I don’t want to make a big issue out of it, but if meals are advertised as included, I would expect that to be honored.

Has anyone experienced this before or knows how Amtrak handles breakfast service in these situations?
