This trips a lot of people up, especially with Economy Light.
When booking, Lufthansa often forces baggage add-ons to apply to all passengers, which is why you’re not seeing a per-person option at checkout. That part is normal (and annoying).
The good news: after the ticket is issued, you can usually add extra baggage per passenger through:
Manage Booking on Lufthansa’s site, or
the Lufthansa app
Once the booking exists, you should be able to select the specific passenger and add one checked bag just for them. You do not have to add bags for everyone.
A couple notes:
It’s cheaper to add the bag online after booking than at the airport
If your flight is operated by a partner airline, baggage rules can vary slightly, but Lufthansa-operated flights are fine
Worst case, you can always add the bag at check-in for just that passenger
So short answer: book the tickets without bags, then add one bag to one passenger later.
