26h layover in Delhi, no bags, do we still need an India visa?

Flying Canada to Tokyo with a 26 hour layover in Delhi. No checked bags. Plan is to stay at the airside Holiday Inn and never leave the airport.

Here’s the catch: this is technically a self transfer. My ticket is one PNR on points (Air India to DEL, then ANA to HND). My wife’s is separate tickets, Air India on points into DEL and a paid ANA ticket onward, same flights otherwise.

Since we’re not checking bags and don’t plan to leave airside, can she get her ANA boarding pass without going through immigration? Or does India still require a visa just because it’s a self transfer and long layover?

Trying to avoid a last minute surprise here.
