Flying LHR to CHC with a 2 hour airside transit and was wondering the same thing. Even though LHR now lets you bring big bottles through, Changi still uses the standard 100 ml LAG rules at the transit security check. You’ll have to dump anything over that before you enter the gate area.
So yep, expect to empty the bottle before security in SIN and refill after.
