Business Flex refund came with a 70 euro deduction… is that normal?

Tried to cancel a Business Flex ticket and was surprised to see they kept 70 euros. Thought these were supposed to be fully refundable. Chat bot was useless and the phone wait time has been 3+ hours for two days straight.
